This project analyzes the relations among available technologies, social customs and artistic practices in networks in the Latin American context. Based on a selection of sites that use Web 2.0 resources, the way artists access the technical tools is analyzed (discussions within the discipline, opportunities, and educational background, among other factors); the intentionality of its use/selection among others available, the degree of exploration and critical appropriation of the technique based on communicational and/or aesthetic objectives, and the discourse generated by the creators on these matters. This survey was contrasted with social customs related to ICTs- on the local level- with which artistic practices dialogue; and lastly, the art-technology structure in the specific nuance arising from net.art. Its origin -which is mainly political or institutional criticism- has been redefined, expanded and even addressed in a purely aesthetic way in some of the projects that use Web 2.0.
Throughout the analysis, classic examples are recovered from the first phase of net.art (using Web 1.0 resources) to establish continuities and differences between them and second-generation artists: net.artists 2.0.
