What is the role of nations in relation to international agreements to foster local cultural industries while also promoting free access to culture?

What is role of culture in today’s society?

What contexts should cultural policies be active in to prevent North-South economic and infrastructure imbalances from being reproduced at the cultural level?

How have cultural practices been transformed and what new forms of exchange and symbolization are revealed by those changes?
