José came to the World Wide Web Consortium (W3C) as eGovernment Lead in 2007 to manage international work to improve access to government through better use of the Web. Prior to joining W3C, José was the Manager for the W3C Spain Office for three years and also served as W3C Advisory Committee Representative to W3C. He is also the eGovernment and Web Standards Senior Advisor at CTIC Foundation (Spain), worked previously as IT analyst and consultant for six years and even founded his own Web startup back in 1997.
José has been selected by "El Mundo" as one of the 25 most influential Internet people in Spain in 2007 and 2008 and among the 30 more relevant people on the "Who's who on the Internet in Spain" by "El País" in 2005.
José has broad experience in project management, software integration, customer relationship, PR and IT consultancy, has served in several international conferences as member of the committee and chair, and is also a frequent speaker at C-level conferences.
José received Bachelor's degree in Computer Science and Masters degree in Enterprise Application Integration, both from the University of Oviedo (Spain), where he also worked at its Research and Innovation departments as a researcher, developer and professor. He also holds a Diploma Course in Public Administration from the Open University of Catalonia (Spain).
